Of course the geniuses at xda-developers are responsible for it, and they've kindly put up a tutorial for those with rooted EVOs to try it for themselves.

I don't know how practical it is with a capacitive touchscreen and no hardware buttons, but I think if you can't see the value in it then it's obviously not something you should do. I have a couple of Ubuntu devices in my gadget collection, but the OS just isn't for me. Even so, you gotta admit that Ubuntu running on the EVO is a sight to behold.
