Motorola Droid RAZR to have unlocked bootloader outside of US

Motorola promised us that unlocked bootloaders would be coming to its line of Android smartphones in the US early next year. Unfortunately, it seems the company wants to stick to that schedule, and has just announced today that the Droid RAZR will, in fact, be coming with a locked bootloader here. 

Other countries, in which the Droid RAZR is simply called the RAZR, will actually have an unlocked bootloader. The problem, it seems, stems from the carriers. Motorola's GM of Enterprise Mobile Devices said that Verizon opted out of having an unlocked bootloader for the US version of the Droid RAZR. 

If it's been all along the carriers' decisions to have Android phones sold with a locked bootloader, then I feel that we may have a bit of a legal problem. Android is open-sourced, right?
