Pre-registration just means you’ll be notified when it’s released, and as it’s a free game (albeit with in-app purchases,) there’s no downside to pre-registering unless you’re hiding in a closet from a maniac killer when suddenly your phone announces loudly that Super Mario Run is available for download.
Anyway, you can head over to Google Play and register for the game if you’re interested.
