This is one of those Google updates that “you’ll get it when you get it,” meaning it’s a server-side option and rolling out to a select few, and getting a new update from the Play Store or downloading an APK doesn’t enable it sadly.
Android Police pointed out a Twitter user by the name of Sai Reddy who’s got the update and posting some of the features.
When the feature gets to you, it’ll be accessed by holding down the send message button to set scheduling.

Scheduled texts has been one of the most infuriating things about Google Messages because I don’t want to potentially wake someone up at 2am with an idea that can wait for the morning.
Overall, a long needed feature, no idea when it’s coming out for you, finally makes Messages more useful
